New Mexico has a rocky gambling history. When the IGRA was signed by Congress in 1989, it looked like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics assured that would not be the situation.
The New Mexico governor Bruce King assembled a working group in Nineteen Ninety to draft an accord with New Mexico Native tribes. When the panel came to an agreement with two prominent local bands a year later, Governor King declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.
When a new governor took office in 1995, it appeared that American Indian gaming in New Mexico was a certainty. But when the new Governor passed the contract with the Indian tribes, anti-gaming groups were able to tie the deal up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing a deal, thus costing the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico house, to get the process moving on a full accord between the State of New Mexico and its Indian tribes. A decade had been burned for gambling in New Mexico, which includes Indian casino Bingo.
The non-profit Bingo industry has grown since 1999. In that year, New Mexico charity game operators acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Not for profit Bingo revenues have grown constantly since then. 2005 saw the largest year, with $1,233,289 grossed by the owners.
Bingo is certainly popular in New Mexico. All types of operators try for a piece of the pie. With hope, the politicos are done batting around gaming as a key issue like they did in the 90’s. That is without doubt wishful thinking.
