New Mexico Bingo

New Mexico has a stormy gambling background. When the IGRA was signed by Congress in 1989, it looked like New Mexico would be one of the states to get on the Indian casino bandwagon. Politics guaranteed that wouldn’t be the situation.

The New Mexico governor Bruce King assembled a panel in 1990 to draft a contract with New Mexico Amerindian tribes. When the panel came to an agreement with two important local bands a year later, Governor King refused to sign the agreement. He held up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it seemed that Amerindian gaming in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Indian tribes, anti-gambling forces were able to hold the deal up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing a deal, thus costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico house, to get the process moving on a full contract between the State of New Mexico and its Indian bands. Ten years had been lost for gambling in New Mexico, including Amerindian casino Bingo.

The not for profit Bingo industry has increased since 1999. In that year, New Mexico charity game operators acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Not for profit Bingo revenues have increased constantly since then. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the operators.

Bingo is clearly popular in New Mexico. All types of operators look for a bit of the action. With hope, the politicians are through batting over gaming as an important factor like they did back in the 1990’s. That is without doubt hopeful thinking.
